AIS-140 is the Indian government standard for vehicle tracking in commercial vehicles. It requires a certified Vehicle Location Tracking Device, known as a VLTD, plus one or more emergency panic buttons. Under CMVR Rule 125H, public service vehicles must carry this equipment. It applies to buses, taxis and cabs, school vans, ambulances, national permit vehicles and N2 and N3 goods vehicles carrying hazardous cargo.

A normal GPS tracker only shows location and has no legal standing. It also has to be registered on the Vahan portal and linked to the state backend. A normal tracker will be rejected at the RTO.
